Children, families, persons with disabilities, elderly people, minority groups  and everyone in need of care and assistance use social, family and community-based services on daily basis. These services are provided in order to meet their general needs, such as health care, schooling and day care, but also to meet their more specific necessities, such as social support and  other specific issues that they may have.
Social and community-based services are the services designed and delivered for/with vulnerable individuals, groups and families to reduce or escape poverty and exclusion, and to lead more complete, fuller and more satisfying lives. Most decisions on how to run a subproject and responsibility for its implementation rests at the community level, either with the local government, civil society or both – in case of a joint effort.
